Proposed merger of PLMS and RLMS

The Reproduction of Library Materials Section (RLMS) and the
Preservation of Library Materials Section (PLMS) of the
Association for Library Collections and Technical Services
within the American Library Association are proposing to
merge into a single section, the Preservation and
Reformatting Section.  An open meeting will be held for all
members of the two sections attending the Mid-Winter meeting
of ALA in Los Angeles to discuss the proposed new bylaws.
The meeting will be held on Sunday, February 6, from 2-4 pm,
in the Biltmore Hotel in the Gold Room.

A draft of the proposed bylaws and tentative scope notes for
committees follow.

                 PRESERVATION AND REFORMATTING SECTION

                            PROPOSED BYLAWS
                                1/16/94

Article I.  Name

    The name of this body shall be the Preservation and Reformatting
    Section of the Association for Library Collections & Technical
    Services, a division of the American Library Association.

Article II.  Object

    The object of this section shall be to contribute to library service
    and librarianship through encouragement, promotion of, and
    responsibility for those activities of the Association for Library
    Collections & Technical Services of the American Library Association
    relating to the preservation and reformatting of library materials
    in all types of institutions, and to provide leadership in the
    application of new technologies to assure continued access to
    library collections.

[Articles III through XIII are identical with those articles in the
Bylaws of the Cataloging and Classification Section, except:]

Article VI.  Nominations and Elections

    Section 2.  Nominating Committee.  (a) Composition.  The Nominating
    Committee shall consist of three section members in good standing,
    no one of whom shall be a member of the Executive Committee.

Article VIII.  Executive Committee

    Section 1.  Composition. The Executive Committee shall consist of
    the officers of the section, the immediate past chair of the
    section, and three (3) members-at-large.  The Executive Director,
    ALCTS, the section representative to the Association's Budget and
    Finance Committee, and the section representative to the editorial
    board of the Association's journal shall be ex-officio members of
    the Executive Committee, without the right to vote.

Article X.  Discussion Groups

    Section 1.  Establishment.  Any group of ten or more members of the
    section interested in discussing common problems which fall within
    the object of the section may form a discussion group upon written
    petition from the group, and upon approval of the Executive
    Committee.  The petition shall include the purpose of the group, the
    requirements for membership, if any, and the standing committee with
    which the group will be affiliated.

    Section 3.  Officers.  Each group shall elect a chair annually.  The
    chair shall be an ex officio member of the standing committee with
    which the discussion group is affiliated.  In addition to the
    regular duties of the office, the chair shall see that the group's
    activities are limited to discussion of matters of common interest
    and concern in accord with the purpose of the group, that the group
    engages in no activity in conflict with the program of the section,
    and that the section bylaws are observed by the group.

           PROPOSED COMMITTEE AND DISCUSSION GROUP STRUCTURE

Scope notes are tentative, and will undergo further review before final
charges are written.

Each discussion group is related to the standing committee closest to it
in content.  Its chair is an ex-officio member of the committee and
carries suggestions and recommendations to the committee for
consideration.

EDUCATION

    To study, review, and disseminate information on current education
    and training efforts that relate to preservation and reformatting.

    Disc Groups:    Preservation Instructors' Discussion Group
                    Preservation Education & Outreach Discussion Group

ELECTRONIC TECHNOLOGIES

    To facilitate the development of and assist in the implementation of
    electronic imaging technologies for the preservation and
    reformatting of library materials; to collect and review information
    regarding technical and service standards, guidelines, recommended
    practices, and technical reports, and to encourage the development
    of new standards, and disseminate information encouraging their use
    and promoting awareness within the library, publishing,
    manufacturing, and vendor communities.

    Disc Group:     New Technologies Discussion Group

INTELLECTUAL CONTROL (replaces Bibliographic Control)

    To study and disseminate information about the intellectual control
    of preserved and reformatted materials; to coordinate with
    appropriate committees in other sections of ALCTS and with other
    appropriate agencies; to present intellectual control issues to
    micropublishers and to monitor intellectual control products and
    services provided by micropublishers and other agencies.

MANAGEMENT

    To address issues related to the management of local and cooperative
    library reformatting and preservation programs and to initiate
    action to aid libraries in their management.  To monitor activities
    and emerging issues in collection management and development as they
    relate to preservation and reformatting.

METHODS/MATERIALS/STANDARDS: BOOKS & PAPER

    To promote and support understanding, development, and use of
    appropriate methods and materials to preserve and reformat
    paper-based library collections.  Methods of preservation include,
    but are not limited to:  proper storage environments and handling
    techniques; remedial and protective treatments such as conservation,
    binding, mass deacidification; reformatting.

    To collect and review relevant information regarding technical and
    service standards, guidelines, recommended practices, and technical
    reports.  To review existing standards, encourage the development of
    new standards, and disseminate information encouraging their use and
    promoting awareness within the library, publishing, manufacturing,
    and vendor communities.

    To forward needs for technical standards through ALA and PRS
    representatives to national standards organizations and professional
    groups including the American Institute for Conservation, the
    Library Binding Institute, etc.

METHODS/MATERIALS/STANDARDS: PHOTOGRAPHIC & RECORDING MEDIA

    To promote and support understanding, development, and use of
    appropriate methods and materials to preserve and reformat film and
    other non-paper recording media.  Methods of preservation include,
    but are not limited to:  proper storage environments and handling
    techniques; remedial and protective treatments such as conservation;
    reformatting.

    To collect and review relevant information regarding technical and
    service standards, guidelines, recommended practices, and technical
    reports.  To review existing standards, encourage the development of
    new standards, and disseminate information encouraging their use and
    promoting awareness within the library, publishing, micropublishing,
    manufacturing, and vendor communities.

    To forward needs for technical standards through ALA and PRS
    representatives to national standards organizations and professional
    groups, including the Association for Information and Image
    Management.

    Subcommittees as needed: Preservation Microfilming [currently an
        ALCTS committee; we recommend moving it to section level]

POLICY AND PLANNING

    To draft annual and long-range goals for the section and coordinate
    the planning activities of all section committees internally and
    with ALCTS.  To conduct periodic reviews of section effectiveness
    and recommend appropriate changes.  To identify and recommend to the
    Executive Committee new activities.

PROGRAM PLANNING

    To coordinate and plan for annual programs, pre- conference, and
    institutes on topics proposed by section bodies and of interest to
    the membership of the section.

        Subcommittees/task forces for each program/
        preconference/institute in the planning stage

PUBLICATIONS

To review, provide advice on, and approve proposals for publications and
draft manuscripts which are produced as a result of the work of section
bodies.  To refer approved proposals and manuscripts to the ALCTS
Publications Committee and monitor their progress through the
publication process.  To identify and refer to the appropriate section
committees suggestions for new or revised publications.
