Electronic text standards

In view of U.S. Federal District Court Judge Charles R. Richey's
decision May 21 to hold the U.S. Archivist in contempt for failing to
protect adequately the electronic media records of the Reagan and Bush
administrations and to begin June 21 to fine the Clinton administration
daily and heavily if it does not have in operation by that time a
preservation plan for these media, does anyone on this list know what is
currently being done by any standards developing organizations to
establish standards for the preservation of floppy disks, data on hard
drives, etc.?
