pH testing

We recently received an order of paper sold to us as "acid free" that
did not bear the archival watermark. When this was questioned, I used
the pH pen marketed by the Abbey newsletter to determine whether the
paper was in fact alkaline. My question is this--when using the pH pen,
almost any new paper tests as alkaline. How can one determine if the
paper is buffered so it will stay that way? Any suggestions? Thanks!
