Regarding Claire Rutiser's finding that many of their buffered samples
in the Paper Resizing Project had pH's below 7:  In the 1972 publication
by George Kelly that I mentioned above, he gives the reasons why a
surface electrode measurement may be lower --sometimes much lower-- than
one gotten with a slurry.  He gives pH values gotten by 4 different
methods, for 11 different papers, and shows that where the slurry gave a
much higher value, it was usually with paper in which the alkaline
reserve was especially high.
