Buy or bind

Service costs for rebinding later Costs seem to be negligible.
Materials which might incur such costs are identified, here, by
circulation staff and curators.  This is a normal and natural process,
not new; and one which adds no costs which do not seem to have been
factored in already.  The process is that used for identification of
materials for conservation review.  ...which leaves me with Sally's
comments.
