Position Location:    Recording Laboratory Unit, Preservation Services
                      Section, Motion Picture, Broadcasting and Recorded
Sound
                      Division, Public Service Collections Directorate,
                      Library Services; James Madison Memorial Building

Tour of Duty:         Full-time.  Incumbent may elect to work a flexitime or
                      compflex work schedule.

Type of Appointment:  Indefinite, not-to-exceed five years
                      Non-supervisory, bargaining unit position

BRIEF DESCRIPTION OF DUTIES:
The incumbent leads the Maintenance Technicians.  Establishes work schedules
within the video area, and distributes and balances the workload among
subordinates, resolving complaints and or any discrepancies that occur.
Solves complex problems arising during the course of the work, reviews
quality
and quantity of work products for adequacy and compliance with instructions
and procedures.  Provides written reports and documentation as required by
Unit Head.  Expedites processing of work; including resolving delays and
backlogs.  Answer subordinates' questions concerning established procedures
and practices of the Recording Laboratory Unit or the Preservation Services
Section.  Provides on-the-job-training and reviews the availability of
pertinent training courses and recommends attendance of subordinates.
Prepares technical specifications for equipment to insure design and
operational compatibility with existing video and video transfer equipment.
Designs and tests specialized equipment when called for and directs the
building of equipment not found on the commercial market.  Determines the
need
for spare subassemblies and parts, operating manuals, service manuals and
any
special alignment tools necessary to assure maximum use and longevity of the
Library video production equipment. Prepares cost estimates for the purchase
and installation of equipment.  Establishes operating procedures,
maintenance
schedules and test programs. Selects, assembles and operates equipment,
especially that found to be too complex for lower-level technicians.
Participates in discussions, meetings and conferences with Division staff
and
other offices and individuals involving technical issues.  Acts as liaison
between the Library and equipment manufacturers and suppliers regarding
specialized requirements and operational needs.  Acts as Technical Director
during live video recordings of Library programs, and electronically edits
video productions as required.  Interacts with artists, performers,
lecturers,
speakers and patrons to advise on and respond to technical video production
requirements. Transfers film-to-video and video-to-video as requested.  Is
responsible for the technical integrity of completed projects, assuring that
the end product meets preservation and production requirements.

MINIMUM QUALIFICATIONS:

Basic Requirements:  A degree in professional engineering or a related
field,
e.g., physics, chemistry, architecture, computer science or mathematics or a
combination of education and experience that provided a comprehensive, in-
depth knowledge of mathematical, physical, and engineering sciences and
their
applications.

One year of specialized experience at the GS-11 level in the Federal service
or at a comparable level of difficulty outside the Federal service which
demonstrates a minimum level of proficiency in following knowledge, skills
or
abilities (KSAs):

*  Knowledge of video recording, formats, transfer, and the use and
operation
   of video production equipment.

QUALITY RANKING FACTORS (KSAs):
Quality ranking factors are presented in ALL CAPS.  The statements following

1.  KNOWLEDGE OF VIDEO RECORDING, FORMATS, TRANSFER, AND THE USE AND
OPERATION
OF VIDEO PRODUCTION EQUIPMENT - to act as Technical Director during live
video
recordings of Library programs, and electronically edit video productions as
required.  Transfer archival film-to-video and video-to-video as requested
adapting and applying film-to-video transfer techniques.  Oversee the
technical integrity of completed projects, assuring that the end product
meets
preservation and production requirements.  Design and test specialized
equipment when called for and direct the building of equipment not found on
the commercial market.  Establish operating procedures, maintenance
schedules
and test programs.  Select, assemble and operate equipment, especially that

2.  ABILITY TO GUIDE AND DIRECT THE WORK OF OTHERS - to serve as a team
leader
and establish work schedules, and distribute and balance the workload among
subordinates.  Solve complex problems arising during the course of the work,
review quality and quantity of work products for adequacy and compliance
with
instructions and procedures, and report on the performance of subordinates
for
evaluation purposes.  Answer subordinates' questions concerning established
procedures and practices.  Provide on-the-job-training and review the
availability of pertinent training courses and recommends attendance of
subordinates.

3.  SKILL IN COMMUNICATING AND INTERACTING WITH OTHERS - to interact with
artists, performers, lecturers, speakers and patrons to advise on and
respond
to technical video production requirements.  Participate in discussions,
meetings and conferences with Division staff and other offices and
individuals
involving technical issues, including estimates, related to video recording,
transfer, or the equipment used for these purposes.  Act as liaison between
the Library and equipment manufacturers and suppliers regarding specialized
requirements and operational needs.

4.  SKILL IN COMMUNICATING IN WRITING - to prepare technical  specifications
for equipment to insure design and operational compatibility with existing
video and video transfer equipment.  Prepare cost estimates for the purchase
and installation of equipment.  Provide written reports and documentation as
required.

HOW TO DEMONSTRATE COMPETENCE ON THE KSAs:  Applicants must address each KSA
on a separate sheet of plain paper in order to be considered for this
vacancy.

in addressing each KSA, but should elaborate on any specific experience (as
an
employee or volunteer), training, educational courses, and awards that
demonstrate possession of the identified KSAs.  Publications are available
in
libraries and book stores to help guide you in addressing the KSAs.  Each
KSA
must be individually addressed and MUST NOT exceed one page each.

EVALUATION PROCESS:  Applicants are first assessed against the minimum
qualifications requirements for the position.  To be minimally qualified,
applicants must demonstrate a minimum level of competence in the knowledge,
skills, or abilities (KSAs) required to perform the duties of the position,
and must have the length of time and level of education and/or experience as
specified in the announcement.  Applicants who are minimally qualified will
be
further evaluated to determine the degree to which they possess the KSAs
identified as quality ranking factors.  These KSAs are assigned values for
purposes of rating.  This rating process will determine who will be referred
to the selecting official for further consideration.
