Seriously, I believe you are asking for the impossible. They are most likely to want to examing any unconventional object - and cylinders are certainly that. They will want to see that none contains explosive material, that the wax will not outgas poison. You might do best to work with a shipper such as UPS or FedEx to send them as freight; they may have a scheme for ensuring good treatment. But to ship them as luggage or (worse) to carry by hand is asking for examination by those without knowledge or concern.
