Wavelab's EDL defaults to a stereo track. First, add a mono track by right-clicking on the track number, then delete the stereo track by right-clicking on its track number. Drop your mono files in, and you won't have to copy them to burn CDs. Copying mono files for 2-track can be tricky if you're not careful to start them at EXACTLY the same time. Otherwise, all kinds of audio ugliness can happen. 

Personally, if a source is in mono (either full- or 2-track mono), I will burn a mono WAV file for the reasons cited - smaller file size, less space taken up. Nothing to be gained by going to 2 tracks, unless the client wants them that way.

That's a step that it appears WaveLab makes you take, but in 
Samplitude and I think a few other programs when you drop a mono file 
into the timeline, it automatically comes out both channels of the CD 
by default (you can, of course, change that.

I wonder if the virtual project functions (what are they called?) in 
WaveLab work this way. I've only used the basic "destructive" mode in WaveLab.
