Absolutely although it only made a difference when a station absolutely had
to make a choice between two records that were generating equal sales in the
local stores. Payola only bought you favors when somebody was in the
position to do a favor which wasn't nearly as often as people assume.

Radio stations sell advertising. They used to play music that attracted
listeners based on what people were actually buying. Today they play music
to attract advertisers based on focus group tests that verify demographic
appeal. If they played music based on what the labels paid them to play
instead, the music would probably be a lot better than it is!
