The metadata editor (and other tools) is part of the "Sound Directions"
project's tool kit, which was supposed to be published in January 08, but
most likely delayed a bit:

Some time back I heard that as part of the Indiana University's Sound
Directions project there was going to be a BWAV metadata  editor
created.  Does anyone know if that has happened yet?
