This isn't true at all. In fact while they were battling Napster the
industry got a work for hire law passed in an effort to establish standing
(Napster was claiming only the recording artist and songwriter had any right
to sue) and all hell broke loose until it was repealed. The fact is that
this proposed legislation appears to right a lot of historical wrongs
against recording artists. Hopefully the major labels and broadcasters won't
manage to block its expansion to the U.S. It is the first incentive I've
seen for labels to not just sit on their old masters.
