You need to get permission to prepare the translation from the copyright holder of the original. Once you have that, you hold the copyright in the translation (a "derivative" work) and, as far as I can tell, you can put it in the public domain, if you wish--but copyright in the original is still in place.

(I am not a layer, but I deal with copyright issues on a regular basis.)

Otherwise, your response is consistent with my understanding - darn it! However, I doubt that I need anyone's permission to create the translation, only to publish it in any sense.
