The point I've been trying to make all along is that you can make ANY DEAL
you want INCLUDING WAIVING ALL ROYALTIES.

This is a cap on what people can charge and NOT some kind of mandated
royalty rate. Lowering it only reduces the incentive to expose artists who
are willing to waive royalties while limiting the income of those who feel
they don't need the exposure.

Graphic artists, record reviewers and DJs, not to mention webcasters, are
free to charge absolutely anything they want. Why do musical artists deserve
to earn less than what the market is willing to pay?
