Actually they didn't have the right to play records until a court ruling in
the late 1940s overturned common law (state) copyright of recordings and
granted them that "right." The rest of the world has never had that "right"
and have always paid substantial royalties for airplay. The US never signed
the convention so US artists don't even get the airplay royalties that they
earn abroad.
