ASCAP, BMI and the American Federation of Musicians have always given public
and educational broadcasters a huge break and there is no reason to expect
the same won't be true of artists (and labels assuming they aren't owned by
the artist which appears to be what the future will look like.)
Please study both sides of this issue very carefully. It's about there being
a future for professional music in the United States. Royalties many times
higher than those paid in the US have not hurt the quality of music
broadcast in Europe. To the contrary it has encouraged a great many live
music broadcasts.
