I (and I realize I am likely to be a minority voice) believe that it is
appropriate to consider not only the direct costs of outsourcing, but also
your having in house staff to monitor the effectiveness of the transfer
work.
As for locating duplicate holdings of the materials you describe, I
believe that the limitations of cataloging may very well make it difficult
to ascertain if the collection is unique. However, in my own experience, I
have found that discs of radio plays most often exist only in the
collections of the organizations that prepared and distributed them, and,
from time to time, in the personal collections of those who participated
in their creation (authors, actors, etc.) Those copies in personal
collections tend to be copied from the originals and will feature inferior
sound quality.
While I make no claim at being an authority on the importance of such
materials, it would seem to me to be a project worth addressing.
As to the funding agencies you might want to address...I often believe
that there are Historical Societies and Foundations that can help, versus
the normal federal agencies that come to mind. I cannot help but wonder if
organizations like the NAACP might have some funds at its disposal.
