iTunes for Windows does this very elegantly, and it gives you many encoding
options if you also want to use it as an encoder.

Its default setting will copy an MP3 that you've played into the default
iTunes directory. I think you can defeat that, but it can be a nice feature
if you put a shortcut to that folder on the desktop.
