Webcasting requires that a server be up whenever the signal is to be
available. If you want the audio to be served 24/7, you need to use a
server that's always up. If you are serving it yourself, then you need
appropriate software, a big enough pipe to your ISP and payment to said
ISP to relay that signal. Alternatively, you can rent storage and
bandwidth on another party's server.
Note that in general your ISP will have to approve any server you want
to put on line beyond the usual server functions implicit in accessing
the WWW, maintaining a WWW site and some FTP.
