Some of the earliest audio tape made is still perfectly useable, while the 
last Ampex tape I ever bought new is practically useless. I've had SSS and 
lubrication problems with both new and old videotape and cassettes, but most are 
just fine.

There seem to be several kinds of SSS, some more reversible than others. 
Sometimes acetate curl can be reversed by moisturizing; water can partly dissolve 
some formulations.  I've had oxide fall off of base in sheets, and not shed 
even when drawn over a razor edge on other tapes.

I think you have to examine the particular item carefully, and make a 
judgment based on its present condition and any signs of deterioration.  And its 
possible value!
