After reading about the troubles in New Orleans, I still wonder if we
learned anything from our experience in Iraq:

1) Need for overwhelming force *right away* to secure the devastated
   area. (Doing so allows quicker search and rescue, and to protect
   important assets.)

2) Make it a high priority to protect important and valuable cultural
   assets (which is tied to #1 above).
