Notes: The Library of Congress seeks a Section Head for the Moving Image
Section of the Motion Picture, Broadcasting, and Recorded Sound Division.
The Section Head will oversee all acquisition, processing, preservation,
reference, and exhibition activities related to the Library's moving image
collections and serve as the Library's principal specialist in moving
image archives. He/she will be responsible for implementing the shift to
digital preservation of appropriate moving image materials in coordination
with the Preservation Services Section. The Section Head will serve as a
member of the Division's management team and play a key role in the
planning, implementation and on-going operations of the new National
Audio-visual Conservation Center (NAVCC). The NAVCC is a new and
developing state-of-the-art facility, scheduled to officially open in
2006, that will house the world's largest moving images and recorded sound
collections. Individuals with a library or archival background in the
acquisition, management, and preservation of large moving image
collections and archives are encouraged to apply.
The position is located in the Motion Picture, Broadcasting, and Recorded
Sound Division of Library Services in the Library of Congress.
THIS POSITION WILL RELOCATE TO CULPEPER, VIRGINIA IN MID-2006 UPON THE

EVALUATION OF CANDIDATES: The Library of Congress evaluates applicants

DUTIES:
Plans, manages, and directs the work of the Moving Image Section of the
Library of Congress. Sets priorities and ensures that the work supports
the mission and goals of the Library. Manages the human, technical, and
financial resources assigned to the Section. Develops budget proposals,
manages the Section's budget, and oversees the acquisition and management
of contracts needed to support the Section's work. Participates and
supports Library fund-raising activities and public/private partnerships
related to moving image collections. Works with the National Preservation
Board Program Administrator on the National Film Preservation Board,
including: providing expertise to the film preservation boards; reviewing
and updating the national film preservation plans; developing and
implementing recommendations in the national plans; advising the Librarian
on selection for the national film registries; and carrying out special
board projects.
Oversees all archival/curatorial activities for the Library's moving image
collections; including acquisition, processing, preservation,
reference/access, and outreach. Plans and manages the Library's shift to
digital preservation of moving image collections. Plans and manages the
Division's moving image facilities. Coordinates acquisition activities,
ensures the long-term preservation of the collections, directs traditional
and online reference services for the collections, and oversees the
planning and development of related publications, finding aids, and
exhibits in a variety of formats.
Supervises the staff of the Moving Image Section. Plans, schedules, and
assigns work to subordinates. Establishes guidelines and performance
expectations for staff members; provides feedback and periodically
evaluates employee performance. Provides advice, counsel, and/or
instruction to staff members. Recommends or approves appointments,
selections, or reassignments to positions appropriate to the selection
authority delegated. Effects disciplinary measures as appropriate to the
authority delegated in this area. Carries out Equal Employment
Opportunity (EEO) policies and program activities.
Serves as a principal liaison and spokesperson for the Library on matters
related to its moving image collections; including archival policies and
procedures, digital preservation planning, and reference use of the
collections by scholars and the general public. Establishes and fosters
effective working relationships with professional colleagues,
stakeholders, and public or private partners on a national and
international level. Represents the Library in national and international
level efforts in digital preservation planning for moving image materials.
EVALUATION OF TRAINING AND EXPERIENCE:
Applicants must have had progressively responsible experience and training
sufficient in scope and quality to furnish them with an acceptable level
of the following knowledge, skills, and abilities to perform the duties of
the position without more than normal supervision.:
