Here, from the National Archives page wich includes the text of the U.S. Constitution, is the relevent paragraph.  This is the text which should underlie all arguments on this matter in the U.S..  

That Congress voted that "limited time" for sound recordings has the effect of protecting most eveything until past 2050 is understandable, given financial and political real life.  That the courts supported them is less so.

To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries.
