Actually, I recall having read a science fiction short story based on
exactly
that eventuality...at least 35 or 40 years ago! In the story, satellites of
other planets were being used for information storage, with a complicated
system of bibliographies and indices used to track what was stored where.
One day, someone went to access a document, and the location given was not
correct...in the ensuing chaos it was discovered that an error made early
in the creation of the system had rendered almost all of the location
information erroneous. So, they still had moons full of data...but they
didn't know where anything actually WAS!
