Since CDs are recorded "Inside Start" it should be safe to write around the outside edge of a disc that is less than the maximum length. For example, for a half hour program, there would be about a half inch around the outside of the disc that could be marked with just about anything without risk of damaging the program material.

You can usually tell how much of the disc is used by looking for a slight change of reflectivity, more pronounced on CD-Rs than pressed discs.
