fringe

When you buy fringe in a store, the "tassle" ends are
sewn together with a chain stitch so that the ends
don't tangle. After the fringe is attached to the
garment or other object, the chain stitching is
removed to allow the "tassels" to swing freely.
the key factor is deciding how much trouble you want
to go to to keep them from tangling during storage and
shipment.
