book repair

I have been asked by the head of our Tech Services department to 
query the listserv concerning the use of book tape for spine 
repairs of ICI bound books. Is there a book tape product you would 
recommend using for spine repairs?  Could this product be effectively 
used as a label protector and/or for inserting loose pages? 
Is there another, economical method of repairing spines for this kind 
of binding?
