Shall we assume you are in the United States?  There are several good
framing schools in the United States now, which offer courses for framers of
all proficiency levels.   Most of these were local or regional in scope
until recent years; some of them are fairly new.  The two largest
framing-trade magazines, DECOR and PICTURE FRAMING MAGAZINE, both list
framing schools' schedules once or twice a year.

In my opinion, the best comprehensive educational program for framers is the
CPF Program offered by PPFA.  Unlike a framing "school", the CPF Program
doesn't happen in just one place, but can be followed in nearly any region
of the country, and at the student's own pace.  PPFA directs the student
through a series of carefully-selected books -- all available from the PPFA
Bookstore as well as other sources -- and offers excellent, specific
training courses at all Art Buyers Caravan shows and PPFA shows.  The CPF
exam is a difficult, but thorough, test of framing knowledge, also offered
at most framing-industry events.  After the CPF designation is earned, it is
maintained by attending periodic "recertification" courses.

Another suggestion is to join the FACTS Generally Accepted Framing Practices
(GAFP) Committee.  This would give you access to the ongoing process of
developing and revising standards for the framing industry.
