Request for Proposals and Qualifications
Treatment proposals for wall murals, stenciling, wood conservation,
    stained glass and stone patching

Background

    Grant County Courthouse was constructed in 1906 and is located
    in Elbow Lake, Minnesota.  It is constructed of Port Wing brown
    sandstone in the Neoclassical Style.  Original interior
    decoration was done by E.A. Soderberg of the Oyen Decorating
    Company of La Crosse, Wisconsin.  The building was placed on the
    National Register of Historic Places in 1985.  During a recent
    rehabilitation project some original decorative elements were
    uncovered.  The majority of the work is wall/ceiling paintings,
    including stenciling and decorations, dating to the original
    construction of the building.  Some are painted on canvas and
    permanently affixed to the wall.  Others are painted directly
    onto the wall/ceiling.  Work also includes repainting the
    courtroom walls to their historical color after it is confirmed
    that there are no hidden or non-visible original stenciling or
    decorations.  All noted woodwork should be conserved.  Woodwork
    includes: fixed-in-place furniture, casework, base trim, door
    and window frames and doors.  There is also conservation of a
    round stained glass skylight, some patching of stone as well as
    some decorative plaster restoration.

C.  On-site inspection

    On-site inspection is required of all contractors who submit a
    proposal.  Contractor inspections will be scheduled by the
    proposers between February 23, 2015 to March 6, 2015.

D.  Proposals due

    Proposals will be due March 31, 2015 and will be publicly opened
    and forwarded to a review committee.  Contract will be awarded
    in Late May 2015.  The Owner will award a contract on the best
    value, and shall be entitled to reject any and all proposals.

E.  Time of completion

    All work and reports will be completed no later than December
    31, 2016 due to funding from grants.
