The Heritage Council is a participant in an EU Commission funded
international research project called a Joint Programming Initiative
(JPI) for Cultural Heritage. This project, entitled Coordination
action in support of the implementation of a Joint Programming
Initiative (JPI) on Cultural Heritage and Global Change: a new
challenge for Europe, will be funded under the EU Framework
Programme 7. This title is abbreviated to JPICH.

This three year project, (JPICH), seeks to develop a pan-European
research agenda for cultural heritage and involves participants from
Italy, the UK, the Netherlands, Cyprus, Turkey, France, Belgium,
Poland, Romania, Slovenia, and Spain. The core administration of
this project is being managed by the Italian Ministry of Arts and
Culture, while, on behalf of Ireland, the Heritage Council is
responsible for the communications element of the project.

Project Brief: Applications are invited from experienced, flexible
and highly-motivated personnel for the role of Project Manager for
this JPI. The duties of this position will include:

    Management and administrative duties relating to the Heritage
    Council's role in the JPICH

    Management and updating of the project website

        The design and implementation of an awareness, dissemination
        and involvement strategy to maintain public relations with
        key stakeholders in the various countries involved in the
        JPICH and across the European Union

        The development of an optimum process for engagement with
        stakeholders

        The facilitation of knowledge brokering between appropriate
        stakeholder groups

        The coordination of large-scale networks with the aim of
        disseminating the results of the Strategic Research Agenda
        (SRA) and Action Programme

Detail: The contract for servicer is on a whole-time basis and will
initially be awarded for one year with the possibility of a further
two year contract. The contractor will be required to work from the
offices of the Heritage Council in Kilkenny.

Contract Details: The Project Manager will be appointed on a
consultancy contract basis from November 2011 for a period of one
year.

The contract fee shall be Euro45,000 for the twelve month period.

The Project Manager will operate from office accommodation in the
Heritage Council offices.

The Project Manager will report to the Heritage Council Head of
Conservation Services and will liaise with the Council's Head of
Policy and Research, as well as a national steering group.

The successful candidate shall be an excellent communicator with
high-quality analytical, organisational and management skills.

Minimum requirements for the position include:

    Relevant third level qualification

    A strong interest in and knowledge of cultural heritage

Desirable experience and expertise would include:

    Managing EU funded projects at an appropriate senior level

    Operating business and financial processes

    A proven track record in communications and stakeholder
    management including evaluation mechanisms

    Multi-lingual skills

    A clear understanding of social media and web based technology

    Excellent project co-ordination, communication, initiative,
    management and implementation skills.

    A willingness to travel and to network extensively

The contract is Euro45,000 per annum (excluding expenses, e.g.
travel and subsistence, which will be paid at cost on the basis of
proven vouched expenditure). The successful applicant will be
self-employed and will perform the duties of this role as such.
