Until your vision of a chemical clearing house (a great idea) is
realized, you may have luck purchasing small quantities of chemicals

Be prepared to to fax them your driver's license with your first
order, and orders of chemicals they have to special order are
returnable for credit only.  However, they seem to cater to science
teachers who need smaller quantities of chemicals. I looked up EDTA
out of curiosity; they sell it in 500 ml bottles. I've purchased
toluene there in 50 ml bottles.
