Brooklyn Bridge--view threatened by a development

I was surprised to learn of this development. Historian David
McCullough was helping mobilize people to protect the bridge and its
views. A developer is planning to build an 18 story building
near/next to one of the towers.

Apparently, the project is continuing.

I'd be curious to know why the view shed for the Bridge and environs
is not protected or doesn't have an easement. There is an active
neighborhood alliance protesting the development.
