Evaluation of Candidates: The Library of Congress evaluates

This is a full-time appointment. The incumbent of this position will
work a flextime work schedule.

Duties: Provides administrative and technical supervision necessary
for accomplishing the work of the Library Binding Section. Reports
to the Chief of the Binding and Collections Care Division of the
Preservation Directorate.

Supervises staff who perform duties related to the preservation of
library materials, including commercial binding preparation, shelf
preparation and identifying individual items and categories of
materials for preservation. Responsible for the secure and safe
transport of library materials. Provides expertise and training
across units. Develops specifications for library materials, service
contracts and programs. Prepares Statements of Work, RFIs, RFOs, and
RFPs. Assists other staff in preparing statements of work. Evaluates
service requirements. Develops evaluation plans. Participates on
proposal evaluation teams. Evaluates vendor proposals for adequacy
in terms of vendor ability to perform desired actions and produce
proper results. Serves as Contracting Officer's Technical
Representative (COTR) in monitoring vendor/contractor performance of
library binding and related preservation services.

Maintains liaison relationships and communicates with supervisors,
library staff, other national libraries, library and information
networks, information centers, experts in government agencies,
associations, the private sector, and/or research groups.

Evaluation of Training and Experience:

    Applicants must have had progressively responsible experience
    and training sufficient in scope and quality to furnish them
    with an acceptable level of the following knowledge, skills, and
    abilities to perform the duties of the position without more
    than normal supervision.

    Ability to analyze, plan, manage, and carry out library
    preservation operations. **

    Ability to supervise, develop and promote a diverse workforce.

    Knowledge of integrated library systems and information
    management principles.

    Knowledge of library materials, service contracts and programs,
    and contractor monitoring policies and procedures.

    Ability to communicate in writing.

    Ability to provide consultation or liaison duties.

    Ability to communicate effectively other than in writing.

Congressional Research Service, and the Law Library of Congress and
is leading the worldwide effort to preserve digital material through
the National Digital Information Infrastructure and Preservation
