This position is located in The Office of Library Services,
Preservation Directorate, Binding and Collections Care Division,
Collections Conservation Section.

Evaluation of Candidates: The Library of Congress evaluates
applicants through an applicant questionnaire and a structured
interview. Applicants may also be screened for some jobs through
licensing, certification, and/or education requirements, a
narrative/application review, and/or a preliminary telephone
interview. The knowledge, skills, and abilities (KSAs) that are
marked with a double asterisk (**) in the vacancy announcement and

demonstrate fully acceptable experience in these designated KSAis in

The Collections Care Section carries out the collections care work
of the Binding and Collections Care Division. Collections Care work
includes, but is not limited to, design of collections care actions,
treatment and housing and all aspects of safety for collections
treated by the Section. The work includes but is not limited to the
planning, implementation of the program, treatment, housing, and the
preservation of collections treated by the section. The Collections
Care Section works closely with all custodial divisional
representatives to develop, establish, coordinate and carry out a
comprehensive, Library-wide collections care program appropriate to
the general and reference collections' needs. In developing such
programs, the incumbent considers the following factors: knowledge
and understanding of current collections care approaches, the
suitability/applicability of preservation and conservation practices
and techniques for the collections of the Library of Congress;
preservation priorities established by each custodial division; and
the mission of the Preservation Directorate. All activities
undertaken by the Section become part of the Directorate's annual
work plan. The incumbent of this position integrates and coordinates
activities with all Preservation Directorate Divisions to provide a
comprehensive, efficiently run collections care program for the
permanent research collections of the Library of Congress, including
paper-based and other formats selected for their importance, value
and rarity for retention in original form. The collections are
diverse, in varying states of deterioration, and present a variety
of complex collections care problems, and require long term
preservation solutions.

The salary range indicated reflects the locality pay adjustments for
the Washington, D.C., Metropolitan area. The incumbent of this
position may work a flextime work schedule.

Duties:

Performs duties related to the preservation of library materials,
including identifying individual items and categories of materials
for preservation.

Performs the administrative and human resource management functions
relative to the staff supervised. Plans, schedules, and assigns work
to subordinates. Establishes guidelines and performance expectations
for staff members; provides feedback and periodically evaluates
employee performance. Recommends or approves appointments,
selections, or reassignments to positions appropriate to the
selection authority. Carries out Equal Employment Opportunity (EEO)
policies and program activities.

Analyzes, plans, develops, coordinates or serves as project manager
for courses of action and methods needed to support, design, and
implement collections care projects.

Maintains liaison or communicate with library staff, other
libraries, the private sector, and/or research groups.

Evaluation of Training And Experience:

Applicants must have had progressively responsible experience and
training sufficient in scope and quality to furnish them with an
acceptable level of the following knowledge, skills, and abilities
to perform the duties of the position without more than normal
supervision.
