Fire retardants

I have been asked if there is a safe fire-retardant for fabrics. The
art work in question is a large contemporary piece constructed of
felt, hanging in a public stairwell. The fire marshal has decreed it
a hazard and the client wants to know if there is any type of
retardant that could be safely applied, without changing the
character of the piece, that would satisfy the fire marshal. Since
this stairwell may be used for an emergency exit there may be no
option but to remove the piece, but if anyone has further ideas or
suggestions I would appreciate it.
