Velcro hanging systems for unstretched canvas paintings

We are having difficulty finding a suitable method to attach Velcro
(hook and loop fasteners) to the reverse of large unstretched canvas
paintings for hanging purposes.  The paintings are painted on a
medium weight canvas and can measure around 2 meters in both
dimensions. Consequently they are quite heavy and so the method of
attachment has to be strong.  Does anyone have any suggestions?  We
have sewn the Velcro to sailcloth and then tried various adhesives,
but none are particularly successful.  Sewing is not an option.
