Although I do not have a copy of the article, I am imagining that
half the problem may be that you do not have the full title of the
journal. Finding this publication simply under "Alumni" will give
you endless headaches (as I know from past experience). The full
journal title is

    Alumni. Revue du Cercle des Alumni des fondations scientifiques
    ayant leur siege 11, rue d'Egmont a Bruxelles.

The Royal Library in Brussels has what I believe is a complete run.
You could consider ordering a photo copy through them if not one
else can supply one.
