Potassium permanganate stains

I have a small painting on paper done in the `wash technique'. It
apparently was treated some time ago with potassium permanganate
without the the paper being washed properly. The stains are still
present. Can anybody suggest how one can remove these stains from
paper?  The age of the stains is not known.
