Storage of garments

I am looking into archival storage concerns for garments,
particularly stage costumes from 1960-1990, and am hearing a
potentially unresolved debate over the benefits of
breathable/non-breathable garment storage bags.  Are there any
conclusive findings out there on the topic?  What is the primary
standard among collecting institutions?
