Lead paint on locomotives

The City of Los Angeles maintains, free to the public, a collection
of vintage steam engines and related cars.  Recently they uncovered
a potential problem with lead based paints on the engines themselves
forcing the restriction of access to visitors.  While complete
removal of the old paint and repainting is certainly an option I
would appreciate hearing if anyone has experience in or has
references for any alternative approaches. The dangers and health
and safety issues related to removal of lead finishes is well known
by the City.  This is more a matter of finding related projects or
optional approaches to removal of the historical finishes.
Maintaining public access to many of the engines, without danger to
the adults and children who visit, is a goal. Thanks,
