Microwave drying CAL budget

I appreciate the interest in the Conservation Analytical
Laboratory's programming expressed by Mr. Caldararo in recent
postings to Cons DistList.  In order to foster productive
communication, I am including a summary of CAL's fiscal status for
recent years.

The budgets for CAL over the past four fiscal years are as follows:

    FY95 - $2.862M
    FY96 - $2.842M
    FY97 - $2.908M
    FY98 (current) - $2.976M

While these increases seem substantial, they are in their entirety
dedicated to pay for increases in compensation to current FTEs (full
time employees) as mandated by Federal law, and not for programmatic
expansion.  The single new programmatic emphasis as reflected in the
hiring of a new microscopist was simply the re-use of an existing
FTE position and salary monies available due to recent departures of
permanent staff  members.  Without these increases, which were used
to offset the mandated increases, our discretionary spending would
have actually declined dramatically.
