This report presents findings on quality, cost, and process  in a
two year study to test and evaluate the use of high resolution
bitonal imaging to produce computer output microfilm (COM) that can
meet national preservation standards for quality and permanence. The
project, funded by the National Endowment for the Humanities,  is
complementary in scope and approach to Yale University's Project
Open Book, also funded by NEH, to digitally convert previously
filmed research library materials.  The Cornell report offers a
comparative assessment to this project.
