I want to thank everyone for the responses regarding the mercury
problem. Most said that any consolidation would be fruitless, and
Kory Berrett mentioned the failure of synthetic resins.  But while
discussing this with a colleague, the thought of using Hxtal as a
consolidant once the loose mercury had been carefully removed.  Any
thoughts on this approach?
