Color printers and paper for stamp album

A patron wants to create an album for his stamp collection and needs
advice on a heavy paper for the pages.  Might there be a problem
with the stamps' colors being pH sensitive?  Any recommendations for
brands and suppliers?

He also wants to create color captions with his computer and is
concerned about the permanence of the inks and their possible
effects on the paper.  He contacted both HP and Epson, but they
weren't much help. Thanks in advance for your insights and advice,
