Qualifications Required: Applicants must have one year of specialized experience at the GS-12 level. Specialized experience is work which provides the applicant with the knowledges, skills and abilities to successfully perform the duties of this position. Statement of Duties: This position is located in the Museum Management Program, National Park Service, Washington, DC. The Program develops and coordinates Servicewide policies, standards, and procedures for managing museum collections, including natural, cultural, archival, and manuscript materials. The incumbent formulates and continuously evaluates Servicewide strategic plans, policies, programs, guidelines, and procedures related to the preservation and protection of the Service's museum collections. Formulates and develops a Servicewide program to test, evaluate, and apply new concepts, methods, materials and techniques to collections preservation and protection; conservation treatment; written, graphic, and photographic conservation documentation; and preservation and protection aspects of storage, exhibit, and use of museum collections. Ensures that policies and programs, as they pertain to the preservation and conservation of collections, conform to professional standards and ethics, relevant laws, executive orders, regulations and Departmental and Service policy. Serves as team coordinator for the Preservation and Protection Team. Coordinates the NPS Checklist for Preservation and Protection of Museum Collections, manages and interprets checklist data from parks, and develops strategies to address identified deficiencies. Develops, implements, and maintains conservation components of Servicewide automated collections management systems. Coordinates publication of the Conserve-O-Gram series. Evaluates Servicewide training needs, develops curriculum, and coordinates the development of Servicewide courses and training modules on the conservation, preservation, and protection of museum collections. Oversees the development of Servicewide preservation and conservation services infrastructure. Provides oversight and guidance for the selection and testing of products listed in the NPS Tools of the Trade and recommended to parks through the Museum Supply and Equipment Program. Provides timely technical information on conservation through NPS technical publications. Develops, implements, and coordinates a program to meet the conservation science needs of the Service. Reviews and recommends changes to Servicewide and park-specific environmental standards, and emergency procedure as they pertain to conservation. Participates in the budget formulation process, develops data, cost estimates, and strategies. Prepares, presents and publishes professional papers, articles, and monographs on preservation and conservation of collections. Prepares response to Congressional, Secretarial and public inquiries on conservation of collections. Knowledges, Abilities, Skills and Other Characteristics (Kasocs): 1. Knowledge of conservation principles and techniques as applied to all material and object types (archeological, ethnographic, historic, fine arts, decorative arts, archival, biological, paleontological and geological) and specialized knowledge in at least one subject area. 2. Demonstrated skill in applying professional standards and methods to the conservation, preservation, and protection of museum collections. 3. Ability to exercise professional judgement to provide a broad perspective to assess conservation, preservation and protection needs in a complex organization, and to identify, develop, and apply innovative, effective and efficient professional and management methods and practices in accomplishing preservation and protection objectives. 4. Knowledge of the national planning and conservation strategies of the U.S. and other leading countries. 5. Ability to communicate program information, analyses, reports, plans, strategies, and procedures orally, in writing, and using IBM-compatible micro computer applications including x-based database management systems.
