How can one plan for energy savings in the climate controlled areas
of a new museum/archives/library?

Within the Smithsonian, The Freer Gallery of Art, with massive stone
walls, used to have the least energy expenditure for climate control
of any building in the Smithsonian. I haven't seen energy figures
for a few years now, so I don't know if it is still true. The
Hirshorn (with thinner concrete walls and a toroid shape) had one of
the most expensive to run. Massive masonry walls help a lot!
