Someone here suggested that you try wrapping the shelves in shrink wrap. It sounded like a good idea to me. In fact, back in my truck loading days, we used to transport huge stacks of boxes filled with heavy glass bottles. The stacks were wrapped in a heavy duty saran-wrap-like material. The stacks sometimes tilted but they never fell. And the wrap was strong enough that it didn't break. In fact, we couldn't even rip it off. Something like that might help.
