Odor in enclosures

Not too long ago, we ordered some enclosures made using binder's
board, acrylic-coated book cloth, alkaline/buffered lining paper,
and PVA.  We noticed that the enclosures had a particularly strong
vinegar odor when they arrived.  Months later the smell has not
disappeared, and seems to have intensified in some instances.  Has
anyone on the List experienced this problem, and if so, could you
share with us the steps that you have taken to address the
situation?

Have new PVA studies been conducted since the publication of the
work of the Canadian Conservation Institute in 1996?  Are there PVAs
in use that have been tested for functional characteristics and
stability, and with which people are satisfied?
