There is a material which would meet all of the above requirements.
It is BEVA 371 Film of 1.0 mil thickness. It is an ethylene vinyl
acetate copolymer which is both stable and flexible. The 1.0 mil
BEVA Film was specially manufactured for use in textile and paper
conservation where a heat set resin is required but needed to be
significantly thinner than the 2.5 mil which is available for
paintings conservation. It comes sandwiched between silicone coated
Mylar and silicone coated paper. When separated, the adhesive stays
with the Mylar which facilitates accurate measuring, marking, and
cutting of sizes as required. This makes for efficient and solvent
free handling (no drying time necessary or possibility of
deformation of the paper component with aqueous adhesives) and a
clean result is easily and quickly achieved.

A film can also be made from the solution itself by spraying or
rolling out on a sheet of silicone coated paper/Mylar (Melinex),
however the evenness of a thin film is difficult to achieve.
