Damage caused by conservators

The official investigation into the fire at Windsor Castle concludes --
according to the newspapers -- that a curtain placed too close to a
spotlight (sic) had caught alight.  This curtain had apparently been
pushed out towards the light by a bulky picture frame placed behind it.
No mention of conservators.

I don't know what sort of curtains they have in Vienna.
