Microfilming special collections materials

Has anyone been involved with a grant project which included the filming
of special collections materials? If so, what criteria did you use to
meet the grant requirement for establishing the brittleness of the
material, since a fold test would be out? I am especially interested in
NEH funded projects. Thanks, julia.
